Michael Lin
Michael Lin
Michael Lin
Michael Lin
Michael Lin
Michael Lin
Michael Lin
Michael Lin
“ Together, we can protect our water, strengthen our infrastructure and plan responsibly for the future. ”
Michael Lin

Michael Lin Launches Campaign for Walnut Valley Water District Division 5 Director
Focuses on Water Affordability, Safe and Reliable Water, Infrastructure, and Fiscal Responsibility
DIAMOND BAR, Calif. — Michael Lin, the current Division 5 Director of the Walnut Valley Water District (WVWD), officially launched his campaign on September 26 in Diamond Bar for the November 3 election. Community leaders, elected officials, residents, business owners, and supporters attended the event, where issues including water reliability, infrastructure, fiscal management, and long-term water planning were highlighted.
Lin currently serves as the Division 5 Director on the Walnut Valley Water District Board of Directors. Division 5 includes communities across Diamond Bar, Walnut, West Covina, Pomona, and the City of Industry.
During the opening remarks, the event emcee noted that residents typically turn on their faucets expecting clean and reliable water without giving much thought to the complex decisions behind that everyday service. Those decisions involve water supply, infrastructure, emergency preparedness, conservation, and the responsible management of public funds — areas in which the Water District Board plays an important policymaking and oversight role.
A Diamond Bar Resident for More Than 25 Years, Lin Was Appointed to the Board in July
Lin is a Certified Public Accountant (CPA) and holds a Master of Business Taxation degree. He and his family have lived in Diamond Bar since 1999, where he has built his professional career and longstanding ties to the community.
Earlier this year, following a vacancy on the Walnut Valley Water District Board for Division 5, Lin participated in a public application and interview process. In July, the Board voted 4-0 to unanimously appoint him to fill the vacant Division 5 seat.
In his remarks, Lin said the appointment gave him the opportunity to serve the community, but voters should ultimately decide whether he continues in the position. He is therefore seeking voter support in the November 3 election to continue representing Division 5.
Lin said that because he has only served on the Board for a few months, he would not take credit for accomplishments that predated his appointment. However, his experience on the Board has allowed him to see firsthand the dedication of the District’s water professionals and the investments being made in infrastructure and technology. It has also shown him where he can bring his financial expertise and community perspective to the Board.
Five Priorities: From Water Affordability to Long-Term Water Planning
At the campaign kickoff, Lin outlined five key priorities for his continued service on the Board.
First, keeping water affordable.
Lin said that at a time when families are already facing rising costs for groceries, housing, insurance, electricity, and other necessities, public agencies must remember that every dollar they spend ultimately comes from the people they serve. As a CPA, Lin has spent his career working with budgets, taxation, financial risks, and long-term financial planning, and he hopes to bring that professional experience to the Water District.
He also emphasized that fiscal responsibility does not simply mean spending less. In some cases, it means making smart investments today so that taxpayers and ratepayers do not face significantly higher costs in the future.
Second, protecting safe, reliable, and high-quality water.
Lin said providing safe and reliable water is among the most fundamental responsibilities of a water agency. District professionals continually monitor and test water quality, and one of the Board’s responsibilities is to ensure that professional staff have the resources, infrastructure, and oversight necessary to maintain those standards.
Third, modernizing and protecting infrastructure.
Lin noted that many of the most important investments made by a water district are things residents may never see, including pipelines, reservoirs, pumps, meters, control systems, and emergency equipment.
As technology evolves, cybersecurity has also become part of water infrastructure. Lin said protecting a modern water system means safeguarding not only pipes and pumps, but also computer systems, operational technology, and customer information. The District, he said, must continue making thoughtful investments in both physical infrastructure and technological security.
Fourth, maintaining fiscal responsibility and accountability.
Lin said fiscal responsibility is not simply about “spending less,” but about spending wisely, planning ahead, and ensuring that every public dollar delivers value to the residents the District serves.
His professional career has involved budgeting, financial planning, and working with businesses. Lin said he hopes to bring that same financial discipline to the Water District Board while taking a long-term approach to infrastructure, technology, water reliability, and emergency preparedness.
Fifth, planning for the community’s future water needs.
Lin said water planning cannot focus only on the next election. It must take into account what the community will need 10, 20, or even 30 years from now, including water supply, technology, conservation, aging infrastructure, and emergency preparedness for events such as severe storms, flooding, and power outages.
Good water management, he said, means planning before problems occur rather than reacting after they happen.
Emphasizing Accessibility, Listening, and Accountability
Lin said he wants Division 5 residents to have a Water District Director who remains accessible to the community, listens to residents, and is accountable to the people he represents.
“Water may not be the issue that makes the most headlines every day, but it is one of the most fundamental services in our daily lives,” Lin said. From homes, businesses, and schools to firefighting and public safety systems, communities depend on safe and reliable water — and providing that service requires planning years and sometimes decades in advance.
During the event, Lin also recognized Walnut Valley Water District Board members and community leaders in attendance, including Board President Jerry Tang, First Vice President Henry Woo, Second Vice President Edwin Hilden, Assistant Treasurer Theresa Lee, and Diamond Bar Councilmember Stan Liu, among others.
The event program also listed endorsements Lin has received from elected officials, including U.S. Congresswoman Young Kim, California State Treasurer Fiona Ma, California State Assemblymember Phillip Chen, and California State Assemblymember Mike Fong.
In closing, Lin said Diamond Bar and the surrounding community have been home to him and his family for more than 25 years. If voters give him the opportunity to continue serving, he said he hopes to bring his financial expertise, long-term planning perspective, and commitment to community engagement to the Water District Board.
He said his goals are to continue protecting safe and reliable water, strengthen infrastructure, and responsibly plan for the community’s future water needs.
“Together, we can protect our water, strengthen our infrastructure and plan responsibly for the future.”
Michael Lin is running for Walnut Valley Water District Board of Directors, Division 5, in the November 3 election.
